Primer paints may be oil- or water-based and are used to seal unpainted surfaces to prevent covering coats of paint soaking in. The appropriate type of primer should be used for the surface being painted - wood, metal, plaster or tiles. There are some 'all purpose primers' available which are designed for two or more of these surfaces. Paint should not be applied to a concrete basement floor until the concrete has aged for at least a year. The floor should be dry when painted, the best time for application being during the winter or early spring (assuming there is some heating apparatus in the basement), when the humidity in the basement is low. In general, three coats of paint are required on an unpainted floor, and the first coat should be thin to secure good penetration. After the paint is dry, it should be protected with a coat of floor wax. Like this, it will actually take quite a while to reach a number that is close enough to the yellow color you've chosen that you can't tell any difference (and mathematically, you will never actually reach an average of 4!)
